A 16-year-old boy was charged as an adult last week in connection with a robbery in the Emmorton area. An adult male was also charged.
Around 4 p.m. Oct. 24, Maryland State Police troopers arrived in the area of Route 924 and St. Mary's Church Road after someone reported a robbery, according to charging documents.
When the trooper arrived, concerned citizens had one man, Phillip James Proeger, detained and said another man ran into the woods, according to charging documents.
The trooper found suspected heroin paraphernalia in Proeger's possession, and Proeger told the trooper he is a heroin addict and always carries those items, according to charging documents.
Proeger, 26, told the trooper he and his friend Joey, later identified as 16-year-old Joey R. Santiago, were walking on St. Mary's Church Road when they saw a woman walking, according to charging documents.
Proeger said he and allegedly Santiago walked up to the woman and Santiago pointed a gun at her, grabbed her purse and ran, according to charging documents.
Proeger said the victim started to yell that she had been robbed and three people driving on Route 924 stopped and detained him.
The victim, whom police did not name, identified Proeger as one of the suspects who robbed her. Proeger said he could take police to Santiago's house in Aberdeen.
Proeger, of the first block of Locust Street in Havre de Grace, was charged Oct. 25 with robbery, armed robbery, first-degree assault, use of a handgun in a felony or violent crime, illegally having a handgun on his person, possession of a drug other than marijuana, possession of drug paraphernalia and possession or distribution of equipment used to administer drugs.
He was being held at the Harford County Detention Center in lieu of $75,000 bail Monday morning.
Santiago, of the 300 block of Edmund Street in Aberdeen, was charged Oct. 25 with robbery, armed robbery, illegally having a handgun on his person and use of a handgun in a felony or violent crime.
